International Maritime Organization Approves Historic Net-Zero Framework for Shipping Industry

Every day, tens of thousands of massive ships criss-cross the world's oceans, transporting various products, but this vital industry comes with a cost: international shipping is responsible for three per cent of global greenhouse gas emissions.

In April 2025, the IMO approved the historic IMO Net-Zero Framework, aiming to reduce emissions by at least 20 per cent by 2030 and achieve net-zero by around 2050. The framework includes a global fuel standard and a pricing mechanism for ships exceeding emission thresholds.

The agreement culminated years of negotiations and underscores a commitment by the IMO and the shipping sector to combat climate change. The measures will cover large ocean-going ships, which are responsible for about 85 per cent of industry emissions.

Innovation will be crucial in this transition, with promising technologies such as ammonia and hydrogen fuels, wind propulsion, and onboard carbon capture. The IMO is also committed to constant review and refinement of the framework.

Mr. Dominguez emphasized the importance of training and safety measures for seafarers as alternative fuels are adopted. The framework sets strict emission reduction targets and a compliance year of 2028, with a progressive approach towards reaching net-zero by 2050.
